Description:
Leeds City Council is seeking a motivated and skilled Asbestos Officer to join the Asbestos Team within the Housing Asset Management department. This role is critical in ensuring the safe management of asbestos-containing materials within Leeds City Council’s domestic housing stock, in compliance with the Control of Asbestos Regulations 2012.
The successful candidate will manage asbestos projects from survey to removal stages, liaise with internal and external asbestos contractors, undertake asbestos re-inspections and site audits, and maintain accurate records using IT and software systems. You will also investigate and help resolve customer complaints while ensuring compliance with health and safety standards.
This position involves working across Leeds City Council’s housing portfolio of approximately 54,000 properties, coordinating asbestos surveys, removals, and ensuring the protection of tenants, staff, contractors, and the public. The role requires working in collaboration with multiple stakeholders in the social housing sector, and providing professional expertise to resolve complex asbestos-related challenges.
Responsibilities include but are not limited to:
Managing asbestos projects from survey to removal stages.
Supervising and auditing asbestos contractors to ensure compliance.
Undertaking asbestos re-inspections and contract administration.
Maintaining accurate ICT records (Civica CX, Keystone, Excel, Word).
Supporting project delivery and resolving asbestos-related incidents.
Coordinating with construction contractors to ensure compliance on planned projects.
Investigating non-compliance incidents and compiling technical reports.
Driving continuous improvement in asbestos management services.
Qualifications & Skills:
BOHS P402 Surveying and Sampling Strategies for Asbestos in Buildings (or equivalent).
BOHS P405 Management of Asbestos in Buildings.
Strong knowledge of UK asbestos legislation (Control of Asbestos Regulations 2012, HSG 264, 247, 248).
Full UK driving license with business insurance cover.
Proficiency in Microsoft Office and internal ICT systems.
Strong interpersonal, communication, and problem-solving skills.
Experience in project management, auditing, asbestos surveying, and compliance reporting.
Desirable:
Additional asbestos-related qualifications (P401, P403, P404, P406).
Health & Safety qualifications (NEBOSH, IOSH Managing Safely).
Knowledge of social housing regulations and construction contracts.
