Description:

The Office of the Police and Crime Commissioner (OPCC) for Avon and Somerset is seeking an inspirational Chief Executive to lead with purpose, drive strategic transformation, and uphold the highest standards of public service. This pivotal role offers a rare opportunity to influence policing strategy and community safety across one of the UK’s most dynamic regions, working directly with Police and Crime Commissioner Clare Moody to deliver her ambitious Police and Crime Plan.

This is a position of great responsibility and impact, requiring a leader with vision, integrity, and proven experience in complex, politically influenced environments.


Key Responsibilities:

  • Strategic Leadership:
    Provide visionary and values-driven leadership for the Office of the Police and Crime Commissioner, ensuring all operations align with the PCC’s Police and Crime Plan.

  • Advisory Role:
    Offer expert, evidence-based advice to the PCC and Deputy PCC on policy, governance, compliance, and statutory obligations.

  • Stakeholder Engagement:
    Build and maintain strong partnerships with local authorities, criminal justice agencies, health organizations, and central government bodies.

  • Commissioning and Oversight:
    Ensure the effective commissioning of public safety and victim support services that deliver measurable outcomes.

  • Governance and Transparency:
    Oversee the highest standards of corporate governance, equality, diversity, and accountability across the OPCC’s operations.

  • Representation:
    Act as a key ambassador for the OPCC at regional and national levels, including engagement with the Home Office and Association of Police and Crime Commissioners (APCC).


Required Skills and Experience:

  • Proven executive leadership experience at senior level within complex, multi-agency, or politically governed environments.

  • Expertise in strategic planning, policy formulation, and organizational performance management.

  • In-depth understanding of public sector governance, accountability frameworks, and compliance requirements.

  • Demonstrated success in building strategic partnerships and leading cross-sector collaborations.

  • Strong communication and interpersonal skills, capable of influencing diverse internal and external stakeholders.

  • Deep commitment to integrity, transparency, diversity, and public service excellence.

  • Flexibility to work outside normal office hours, including evenings and weekends, when necessary.


Additional Information:

  • This is a politically restricted post under the Local Government & Housing Act 1989.

  • The successful candidate will work full-time, based in Portishead, Bristol, with flexibility as required.
