Compliance Operations Officer

 

Description:

The role involves identification and technical analysis and interpretation of regulation and its application across Close Brothers Limited, including the identification of risks, and the design of controls or processes to managed risk.

In partnership with team colleagues, the role holder will independently manage and provide papers to committees/forums that are owned by Compliance.

The role will require a high-level application of a broad range of regulatory change and developments as it affects Banking, Asset Management, and Investments with deeper application on specific areas, mainly SMCR. Periodic submissions and compliance reporting to regulatory bodies will form part of the role.

RESPONSIBILITIES

People

  • Support the Compliance Operations Lead in identifying and operationalising relevant regulation, Compliance policies, standards and procedures.
  • Work with the technical advisory teams in Compliance and impacted operational areas, including HR, to ensure effective and efficient allocation of regulatory activity.
  • Manage and develop relationships with senior management, subject matter experts and colleagues of all levels across the group.
  • Direct liaison with regulatory contacts to ensure that rules are correctly interpreted, and submissions required by the regulators are correctly followed, for example, in SMCR.

Processes

  • Support the management of, or directly manage and execute, the planning, administration and reporting associated with the SMCR, working with relevant senior management and colleagues ensure timely and effective compliance
  • Proactively undertake regulatory / legislative horizon scanning to ensure that appropriate teams in the group are notified where urgent changes are required and to prepare a regular submission to the Regulatory Oversight Group (formal forum).
  • In partnership with another senior colleague, prepare for, Chair, and evolve the Regulatory Oversight Group. Effective oversight to follow-up actions and prepare or review minutes.
  • Refine and execute evolution of the SMCR framework, including policies, standards, procedures, tools, templates and controls development and design as appropriate, within the team or in conjunction with other teams; to ensure cohesive application of Operational Risk Management through the Risk and Control Self-Assessment (RCSA)
  • Manage, execute, and monitor the status of group-level maps, records, processes and for internal and regulatory submissions as appropriate under the SMCR, working with relevant functional and business leads or colleagues to maintain prompt an effective compliance with the requirements.
  • Prepare and submit periodic compliance reporting to regulatory bodies.
  • Provide regulatory interpretation for areas of regulation as required, with the support of Compliance subject matter experts as appropriate
  • Compile and/or present information or overviews to senior management on activities managed by the team, including submission of executive summary information on Regulatory Developments from the Regulatory Oversight Group to the Group Risk and Compliance Committee.
  • Identify opportunity for and contribution to the evolution and advancement of existing and emerging risk management, tools, controls and compliance with all aspects of Compliance activities in the remit of the team.
  • Contribute to specialist projects and provide challenge or requirements as a representative for the team at second line of defence Fora as appropriate to execute relevant second line of defence duties, according to the Enterprise Risk Management Framework.

Conduct, Risk and Compliance

  • Ensure that reporting, operational and reviewing activities required by regulators are carried out to the standards required internally and externally.
  • Proactively identify risks and to propose, design and execute effective controls and process to mitigate as appropriate, within the team or by other teams
