Description:
Hertfordshire County Council is seeking a Contract Enforcement Officer to join the Integrated Passenger Transport Unit within the Growth & Environment Directorate. This vital position plays a key role in maintaining the reliability, safety, and compliance of the county’s public and school transport services — ensuring that all operations meet high-quality standards and legal obligations.
You’ll serve as the link between operational teams, transport providers, and the community, ensuring the consistent delivery of safe, efficient, and customer-focused transport across Hertfordshire. Monitor Transport Contracts: Conduct enforcement checks and site visits to assess the performance, punctuality, and compliance of bus, coach, and passenger transport operators.
Ensure Compliance: Verify adherence to contractual standards, driver DBS checks, safety policies, and legal regulations governing passenger transport.
Data Analysis & Reporting: Use digital tools and tracking systems to monitor service performance, analyse data trends, and provide accurate reports on operator compliance.
Collaborate with Stakeholders: Work closely with transport planners, customer service teams, operators, schools, and community representatives to resolve issues and maintain service excellence.
Enforce Penalties: Recommend corrective measures and apply contractual penalties for non-compliance where necessary.
On-site School Inspections: Carry out inspections at schools to ensure that drivers and passenger assistants comply with safeguarding and contractual obligations.
Continuous Improvement: Support operational improvements by identifying inefficiencies and helping to implement data-driven solutions.
Ability to work independently and manage multiple priorities in a fast-paced environment.
Excellent communication and interpersonal skills to engage effectively with internal teams, contractors, and the public.
Strong numeracy and IT proficiency, particularly in using digital tracking or data analysis software.
Solid understanding of transport compliance, contract management, and operator responsibilities.
Strong problem-solving and decision-making abilities.
A full UK driving licence and access to suitable transport for travel across the county.
Demonstrated customer service orientation and confidence in managing sensitive or challenging situations.
Prior experience in the bus/coach industry or public service roles is desirable but not essential.
Experience in a transport, enforcement, or compliance-focused environment preferred.
Working knowledge of UK transport regulations and contract management frameworks is beneficial.
