The Office for Health Improvement and Disparities (OHID) officially launched on 1 October 2021 with the aim of tackling health inequalities across the country. As part of DHSC, OHID brings together expert advice, analysis and evidence with policy development and implementation working with the whole of government, the NHS, local government, industry and wider partners to shape and drive health improvement and equalities priorities for government.

The Digital Innovation and Data Science team is one of the functions within the Public Health Analysis Unit and is part of the Office of Health Improvement and Disparities (OHID) within DHSC. Data science is concerned with generating insight and knowledge from data and is a relatively new concept in broad public health. OHID is seeking to dramatically improve its use of data to better support its prevention, improving health and wellbeing and healthcare variation and inequality programmes, and inform better decision making. The Digital Innovation and Data Science team currently comprises public health specialists, statisticians, data managers, analysts, digital and ICT Developers. It works closely with other DHSC colleagues, supporting the needs of the local and national public health system. Developing close working relationships with external stakeholders is also relevant to promoting data sciences.
As a Lead Developer, you will lead the design, development and maintenance of Digital Health Intelligence products and applications to deliver DHSC’s objectives of changing people’s lives in England with effective health intelligence.
You will lead on the delivery of applications for health professionals that will deliver the right data, evidence and knowledge in the right way to maximise our chances of improving the public’s health, using software development best practices and technologies.
You will provide expert technical knowledge throughout the design, build and test phases using test-driven development techniques across the full stack, from the back-end data sources to the UI. You will take the lead on overseeing software development during the full lifecycle of the various systems, including modern DevOps practices, and you also need to be familiar with agile delivery methodology and deliver software in short iterations with frequent releases without compromising code quality. You will liaise with key internal and external stakeholders and provide expert technical direction on software development best practices for mobile front-end and back-end environments. You will take ownership of projects and be motivated to take them through to production.
1.*Lead development of DHSC’s Health Intelligence platforms and products
2.*Define the technical requirements for the implementation of new software solutions
3.*Define the technical aspects of the application solution, including the technology used, methodology followed, and devices targeted
4.*Prepare technical documentation, work products and presentations
5.*Define security protocols, analytics and social channel integration
6.*Design and develop infrastructure and interfaces to integrate front-end and back-end applications with web-services and external APIs
7.*Develop and document detailed specifications for solutions on internal and external cloud platforms
8.*Take responsibility for the various non-functional aspects in application design and provide a solution to optimise performance, scalability etc. using DevOps principles
9.*Collaborate and work with technology and cloud service providers to ensure DHSC derives the maximum benefit from any third-party service providers and that the right knowledge is transferred in-house
10.*Continuously seek to improve your own knowledge of work areas and embrace the agile framework of software delivery methodology and aim to reach full agility with continuous integration, delivery and deployment
11.*Research and recommend proven open-source tools and platforms that will support the ongoing delivery of DHSC’s Digital Health Intelligence platform
12.*Enforce sound development practices and ensure the quality delivery of enterprise digital solutions
