Description:

Newcastle Research & Innovation Institute in Singapore (NewRIIS) is seeking a Compliance and Quality Manager to support the Lifelong Learning and Apprenticeship Hub (LLAH). The role focuses on ensuring compliance and quality of Apprenticeship and CPD programmes, including oversight of End Point Assessment (EPA) and regulatory requirements from ESFA, Ofsted, and Office for Students.

Key Responsibilities:

Apprenticeships:

  • Support LLAH senior management in developing and delivering quality processes and procedures.

  • Maintain and report on standard operating procedures, policies, and processes for audits and inspections.

  • Manage onboarding processes for new employers and apprentices in line with funding and regulatory guidance.

  • Conduct quality assurance and compliance checks, including IQA and monthly PDSAT audits.

  • Monitor and report on Apprenticeship Quality and Compliance data for governance purposes.

  • Oversee financial processes linked to Apprenticeships, including contracts, costings, and co-investment payments.

End Point Assessment (EPA):

  • Develop and maintain compliant EPA processes for Apprenticeship Standards.

  • Ensure clear separation of duties between University training provision and EPAO responsibilities.

  • Conduct gateway compliance checks to meet ESFA and EPAO requirements.

  • Coordinate with external EPAOs to ensure compliance and assessment readiness.

  • Support OfS monitoring and inspection preparation.

Continuing Professional Development (CPD):

  • Develop and implement quality assurance processes for CPD provision, including programme approval.

  • Process map and document CPD accreditation procedures.

Candidate Requirements:

  • Degree or equivalent level qualification with substantial experience in a similar role or significant vocational experience.

  • Knowledge of quality assurance and enhancement standards in HEIs.

  • Strong understanding of the degree apprenticeship landscape.

  • Experience with Ofsted inspections and requirements.

  • Excellent oral and written communication skills.

  • Ability to think strategically, plan ahead, and solve problems proactively.

  • Strong interpersonal skills for relationship management and partnership building.

  • Confidence in advising senior colleagues on apprenticeship policy and procedures.
