Description:
Parliamentary Digital Service (PDS), a joint department of both Houses of the UK Parliament, is seeking a highly experienced Programme Director to lead a digitally enabled transformation programme. This permanent, hybrid position offers a unique opportunity to shape and lead a complex, multi-dimensional programme of strategic change involving ERP implementation, business process redesign, and people-centred operating model transformation.
The successful candidate will operate at a senior level across Parliament, overseeing the programme’s delivery pace, resolving high-impact issues, and ensuring the desired benefits are achieved. This role requires working closely with Senior Responsible Owners (SROs), managing internal digital delivery teams and third-party suppliers, and owning the delivery methodology across PDS.
Key Responsibilities:
Lead the delivery of a large-scale ERP implementation and transformation of digital services.
Shape and drive strategic outcomes in a highly complex public sector environment.
Proactively manage programme risks, timelines, and dependencies.
Serve as the key interface for leadership teams across both Houses of Parliament and external stakeholders.
Integrate delivery with agile methodologies and oversee the programme management community of practice.
Essential Requirements:
Proven track record of delivering large-scale digital and ERP transformation programmes in public sector environments.
Strong leadership skills with experience in managing large, multi-disciplinary teams.
Deep knowledge of public sector procurement, commercial frameworks, and third-party supplier governance.
Expertise in risk, issue, and dependency management with sound programme governance understanding.
Ability to build strategic support for change across diverse internal and external stakeholder groups.
Holding a recognised professional qualification in programme/project/change management, such as:
Managing Successful Programmes (MSP)
PRINCE2 Practitioner
APM Practitioner (APMPQ)
APM Registered Project Professional (RPP)
Major Projects Leadership Academy
Projects Leadership Programme (IPA)
