The role sits within the TRU Central delivery team reporting to the Senior Programme Engineering Manager.

TRU Central has two 2 main project delivery portfolio’s, one covering a range a medium/small projects in various stages of project development and delivery, and the other coving the 2BC major enhancement project

The successful candidate will be responsible for undertaking the role of Departmental Engineering Manager (DEM) and supporting the engineering team within TRU Central. It is anticipated that the role will be very hands on, dealing with very specific engineering challenges and opportunities.

The 2BC project is currently in Engineering Stage 4 and is a multi-million-pound major enhancement project located between Stalybridge and Huddersfield on the Transpennine Route with a geographic footprint that covers 18 miles of railway through the peak district. The successful candidate will be responsible for establishing and growing a new and competent engineering team, whilst supporting the wider TRU Central portfolio of projects.

The Programme Engineering Manager roles will manage the engineering and project development, of all schemes for the Programme/Project so that they comply with the requirements of the Project Acceleration in a Controlled Environment (PACE), relevant standards and regulatory obligations and are ultimately capable of acceptance back onto the network.
About the role (External)


Some of the key accountabilities of this role are:

1. Develop and manage the team structure and processes to deliver and review engineering outputs to support the programme schedule, budget and quality requirements.

2. In line with programme requirements, identify and manage the introduction of new systems on the network, where applicable, including systems/safety approvals and monitoring so that processes and documentation exist for sustained network usage.

3. Develop safety, quality and environmental approvals processes within the programme including staff development and competence.

4. Identify and manage the programme engineering budget along with providing support information determining the overall programme budget.

5. Manage all engineering and project development activities result so that they in schemes that are affordable, and that meet Programme requirements in a safe and environmentally responsible manner for time, cost and quality.

6. Provide professional functional leadership for engineering within the programme, in accordance with policies set up by the Engineering function.

7. Manage the appropriate validation and verification of engineering activity.

8. Undertake the role of Departmental Engineering Manager (DEM) or Designated Project Engineer (DPE).

We need you to have:

  • Chartered Engineer with relevant and successful experience of Engineering Management within the Railway Industry.
  • University degree in engineering.
  • Membership of an appropriate Professional Institution.
  • 10-15 years of relevant experience of railway project delivery, including bringing new and modified railway infrastructure into operation service.
  • 5-10 years of undertaking the role of the Designated Project Engineer (DPE) or the Contractors Engineering Manager (CEM) on multidiscipline railway engineering projects or in a similar railway engineering management role on multidiscipline railway engineering projects
  • Demonstrable knowledge and experience in the application of the Construction Design and Management Regulations 2015.
  • Demonstrable experience in the end-to-end application of the Common Safety Method for Risk Evaluation and Assessment and the application of the Railways (Interoperability) Regulations within a Network Rail project development and delivery environment.
  • Demonstrable experience of actively building internal and external network to support delivery.
  • Demonstrable experience of actively building and recruiting a team of highly professional and capable Railway Project and Railway Systems engineers.
  • Demonstrable experience of coaching and addressing team and individual capability requirements.
