Description:
- Lead the Finance team in ensuring the team are managed appropriately and have clear and focused objectives and coordinating the work and development of the individuals in the team.
- Work and coordinate with Central Finance Team to ensure the Directorate meets all obligations with regard to finance processing and reporting.
- Lead our financial management and set up effective financial controls on project spend as well as performing financial due diligence on all expenditure.
- Work with policy leads to ensure the effective administration of large-scale capital and programme grants.
- Lead on strategic financial business planning, forecasting and budgeting support.
- Oversee accurate cash management and ensure submission of forecasts in a timely manner.
- Collect and record accurate information to support interim and year-end financial account preparation.
- Provide support to the team on correct budgeting treatment, accounting issues and how external delivery partners should manage BEIS money.
- Challenge and scrutinise data to ensure actuals and forecast data submitted are robust and understood.
- Champion a culture of collaboration and improving financial and procurement capability understanding across the directorate.
Skills and experience
The successful candidate must demonstrate the following essential characteristics:
- Strong working knowledge of Enterprise Performance Management (EPM) financial management tool.
- Ability to present financial performance and management information for senior decision makers and advise on associated risks, pressures and potential underspends to non-financial audiences.
- Be a self-starting individual who can work with a variety of partners to achieve outcomes.
- Have success in understanding and using central government finance policies and protocols (including but not limited to Managing Public Money, Consolidated Budgeting Guidance, and the Government Financial Reporting Manual).
- Understanding of fiscal event processes and contributing to the development of business case proposals and audits.
- Ability to build positive collaborations and influence them with impact and professional credibility.
- Strong financial awareness and an ability to influence decision making.
- Ability to introduce resilient and robust financial management and financial governance procedures, including reviewing and updating the financial risks and risk reporting.
- Evidence of delivering at pace against challenging timelines.
- Ability to encourage, motivate and engage teams to deliver high performance and build capability.

Desirable Skills and Experience
- Experience of finance in an energy efficiency related area. The postholder will therefore have a meaningful role in finalising the business cases for our new portfolio, ensuring that our systems and processes are sufficiently robust and streamlined to deliver our larger portfolio requirements.
