Senior Performance Analyst

Description:

Essex County Council is seeking a highly skilled Senior Performance Analyst within the People and Organisational Development Service. This role is pivotal in delivering high-quality performance insights, enabling informed decision-making, and supporting governance across the organisation. The analyst will work closely with senior colleagues, including Executive and Political Leaders, to ensure key business intelligence questions are addressed.

Key Responsibilities:

• Lead performance analysis activities, acting as a subject matter expert

• Design and implement performance measurement frameworks, including KPIs

• Conduct ‘deep dive’ analyses and deliver management information

• Develop accessible dashboards and visualised reports that tell actionable stories

• Present strategic performance insights to senior stakeholders to influence decision-making

• Improve data quality and establish best practices for data accuracy and ethical use

• Collaborate across multi-disciplinary teams to define success metrics and evaluate complex project outcomes

• Contribute to national performance agenda through engagement with local, regional, and national forums

• Support predictive analytics for workforce planning, engagement, and recruitment processes

Qualifications & Skills:

• Strong knowledge of local government issues, performance management, and service improvement methodologies

• Expertise in data analysis and visualisation tools (Power BI, SQL, Excel)

• Proven ability to influence stakeholders and work collaboratively across teams

• Experience in business intelligence, management reporting, and dashboard creation

• Competencies in analysis and insight, performance measurement, technical understanding, user-centred analysis, and verification/validation of data
