Description:
West Midlands Police, the second largest police force in the UK, serving nearly 2.8 million people, seeks a Senior Portfolio Management Office (PMO) Advisor to join their Corporate Change Department. The PMO team supports transformational change initiatives, delivering continuous performance and service improvements that impact both the police force and the communities it serves.
The Senior PMO Advisor will act as deputy to the PMO Lead and is responsible for ensuring governance frameworks, reporting, and escalation processes are robust and effective. This role requires managing areas of the PMO service and collaborating across departments to support change governance, commissioning, and delivery.
Key Responsibilities:
Oversee delivery of the Change Portfolio’s Governance Framework and scheduling of boards, ensuring functional frameworks, compliant reporting, and effective escalation.
Lead quality assurance activities, manage risks, issues, and dependencies to optimize portfolio delivery.
Analyze and report portfolio status, providing recommendations on trends, risks, and issues for management decisions.
Support identification, management, and reporting of benefits within the Change Portfolio and wider organization aligned with strategic objectives.
Manage change control levels and support the Commissioning and Triage process, including managing the Improvement and Innovation Portal (IIP).
Maintain the IIP, ensuring timely processing and system functionality.
Assist in the development and QA of governance documentation.
Manage commissioning pipeline in line with Force strategy and vision.
Support recruitment processes for Corporate Change department in collaboration with HR.
Provide expert advice on assurance, commissioning, governance processes, tools, and templates.
Act as an authority on best practices for organizational change.
Build and maintain relationships with stakeholders and colleagues to support change delivery.
Coordinate Lessons Learned across the portfolio and liaise with Finance on spend and benefits realization.
Maintain Corporate Change team’s SharePoint, Teams channels, and intranet pages.
Manage skills matrix, training, and development schedules.
Deputize for the PMO Lead and undertake any related duties.
Essential Knowledge and Experience:
Minimum 4 years experience in PMO, Project Management, Change Management or equivalent, with certification or on-the-job training.
High accuracy, attention to detail, and experience in benefits, risk, issue, and dependency management.
Experience with a variety of stakeholders including senior managers.
Strong interpersonal, communication, and presentation skills.
Excellent organizational and prioritization skills.
Experience working independently and analyzing complex information for reporting.
Proven leadership ability.
Sensitivity to diverse community needs.
Proficient with MS365 applications (SharePoint, Teams, Forms, Word, Excel, PowerPoint).
Desirable Qualifications:
PRINCE2 certification (foundation or practitioner).
Experience managing projects autonomously.

Degree-level education.
Public sector project management experience.
