Stockton-on-Tees Borough Council is seeking a highly skilled and motivated Learning & Development Partner to join their People & Organisational Development (OD) team. This is an exciting opportunity to work in a forward-thinking, community-focused council that values innovation, collaboration, and positive change. The role comes at a pivotal time as the Council implements a refreshed People & OD structure and new working practices to support organisational transformation and embed its renewed culture, values, and behaviours.

The Learning & Development Partner will take the lead in driving strategic L&D initiatives across the Council, working closely with senior managers, stakeholders, and employees at all levels. You will supervise two team members while fostering an environment of continuous improvement, inclusion, and high performance.

Key Responsibilities include:

• Designing, delivering, and commissioning innovative learning and development programmes that encompass leadership development, coaching, mentoring, apprenticeships, and digital skills enhancement.

• Supporting workforce and succession planning to ensure the organisation is equipped with the skills needed for the future.

• Driving and embedding performance management and appraisal processes across the Council.

• Championing equality, diversity, and inclusion in all training and development activities.

• Using data-driven insights to evaluate the impact of L&D initiatives and ensure value for money.

The ideal candidate will bring strong expertise in creating impactful learning experiences and have a proven track record in delivering successful L&D strategies within a complex organisation. You will be adept at influencing and building relationships at all levels, with a passion for empowering people to reach their full potential.
