Description:
The University of Birmingham is looking for a highly experienced Payroll Manager to lead and develop their payroll team, managing the payroll service for around 9,000 employees and 3,000 casual staff. This role involves overseeing payroll operations using Oracle Cloud software, ensuring compliance with all relevant legislation, and leading process improvements for payroll systems. The successful candidate will work closely with various departments, including HR, Finance, and external payroll providers, to ensure timely and accurate payroll processing.
Key Responsibilities:
- Lead and manage the payroll team, ensuring an efficient and responsive service
- Maintain oversight of team performance and establish workflows, SLAs, and KPIs
- Coach and support team members in their technical understanding of payroll
- Implement process improvements and system development for greater efficiency
- Ensure compliance with PAYE, pension schemes, and statutory requirements
- Manage third-party providers for international payroll activities
- Oversee communication and collaboration with internal and external stakeholders
- Develop policies and procedures for payroll in conjunction with relevant departments
- Monitor and evaluate compliance with equality and diversity legislation within payroll operations
Required Knowledge, Skills, and Experience:
- Educated to degree level or equivalent, with substantial payroll experience
- Proven experience in leading, motivating, and developing teams
- Extensive technical expertise in payroll, tax, and best practices
- Strong customer service focus and ability to meet tight deadlines
- Proficient in MS Office and quick to learn new IT skills
- Excellent written and oral communication skills, with the ability to articulate complex payroll information
- Strong planning, organisational, and analytical skills
