Description:

Barnsley Council, an award-winning local authority supporting over 243,000 residents, is seeking a Strategic Communications and Marketing Officer to join its Core Services – Communications & Marketing department. The successful candidate will support the Environment and Transport service within the Growth and Sustainability directorate by developing and delivering impactful communication strategies and marketing campaigns.

Key Responsibilities:

• Develop and execute innovative, insight-led communications and marketing campaigns with SMART objectives.

• Create high-quality, engaging content across multiple channels, including social media (Facebook, Instagram, LinkedIn, TikTok), press releases, and newsletters.

• Liaise with local and national media, identifying and promoting stories that enhance the council’s visibility.

• Manage multiple projects and priorities in a fast-paced, politically restricted environment.

• Work closely with communities to share their stories using appropriate language and tone.

• Create digital marketing strategies to improve audience engagement and deliver measurable results.

• Support public relations, copywriting, and integrated marketing campaigns to meet council priorities.

Qualifications & Skills:

• Level 6 qualification in communications, marketing, or a related field OR Level 3 qualification with extensive equivalent experience.

• Strong storytelling, media relations, and digital marketing expertise.

• Ability to manage projects, meet deadlines, and work collaboratively across teams.

• Knowledge of UK public sector communications and political sensitivity in messaging.
