Description:

Digital Health and Care Wales (DHCW) is seeking an experienced and dynamic Directorate Manager to join the Primary Care and Mental Health (PCMH) Directorate on a 6-month secondment. This is a unique opportunity to play a pivotal role in shaping the future of digital healthcare and data-driven services across Wales.

The Directorate Manager will provide strategic and operational leadership, ensuring delivery against key performance targets such as financial balance, Integrated Medium-Term Plan (IMTP), regulatory compliance, service quality, and workforce performance. The postholder will also support the Deputy Director and Director in driving cultural and operational transformation by embedding agile delivery and Product methodology across directorate teams.

Key Responsibilities:

  • Provide strategic and operational management across all services within the Directorate.

  • Ensure achievement of key performance targets, including financial balance, IMTP, and quality standards.

  • Lead and deliver improvements in service efficiency, workforce capability, and overall effectiveness.

  • Oversee financial management, including budget planning, allocation, and monitoring.

  • Lead capacity reviews and secure additional resources/funding to support service expansion.

  • Embed agile and Product-based delivery models across the Directorate.

  • Foster effective communication with staff, stakeholders, and external partners.

  • Manage governance, quality, and regulatory compliance.

  • Participate in the DHCW On-Call Rota and contribute to wider NHS Wales strategic objectives.

Qualifications & Experience:

  • Extensive experience in senior leadership/management within healthcare, digital transformation, or public sector.

  • Strong knowledge of governance, policy, and regulatory frameworks.

  • Experience in financial management, resource allocation, and performance monitoring.

  • Familiarity with digital transformation, agile delivery, and product-based methodologies.

  • Strong interpersonal, communication, and stakeholder management skills.
